    Abstract

    In this chapter I suggest the relegation of energy to another 'dog that did not bark', to repeat the phrase used elsewhere in this volume, partly reflects strategic choices made by political actors. The defusing of energy policy as a political issue in the 2014 election reflected a successful effort to insulate the government against its possible reignition as an electoral issue.
