    Abstract

    The paper selectively reviews the property rights literature and experiences with marine capture fisheries and freshwater extraction. The contribution is twofold. First, it provides a way to compare property rights regimes (private property, community rights and open access) in terms of fugacious resources. Second, it gives a framework with 10 criteria that can be used when establishing or revising ‘cap and trade’ programs in capture fisheries or for freshwater extractions.
