Abstract
This paper examines one crucial component of effective preventative WHS strategy, the role of systemic risk management and regulation. In particular, it examines how this approach plays out in practice through the lens of the coal mining industry in Australia's two coal mining states, New South Wales and Queensland. In doing so it draws on an extensive empirical study involving interviews with all stakeholder groups.
